Our unique consulting approach

Every standard exists for a reason. Every policy protects someone. That someone is your patient.

Rhonda Winter built her consulting practice on a simple conviction: that rigorous clinical standards, sound documentation, and defensible practice are not administrative obligations, they are the infrastructure of safe patient care. With over 20 years of clinical nursing and healthcare leadership experience as a Registered Nurse, Canadian Legal Nurse Consultant, Member of the Legal Nurse Consultants Association of Canada (LNCAC), and Clinical Informatics Specialist, she brings the perspective of someone who has worked at the bedside, led surgical services teams, and reviewed cases where the standard of care was the deciding question.

Her senior leadership roles, including Director of Surgical Services, Clinical Manager at BC Cancer Agency, and Patient Care Manager at Providence Healthcare, gave her firsthand operational experience across hospital, out-of-hospital, and private surgical settings throughout British Columbia. She knows what safe, well-run facilities look like from the inside, and she knows where gaps form when systems fall short.

As President of PeriAnesthesia Nurses of BC, Canadian Representative to the International Collaboration of PeriAnesthesia Nurses, and contributing author to the NAPANc National Standards of Practice, Rhonda brings national and international leadership credibility to every engagement. Her tenure as a Subcommittee Member of the Provincial College Non-Hospital Medical Surgical Accreditation Program gives her a precise understanding of what reviewers assess, and why it matters for the patients in your care.

Her Legal Nurse Consulting practice, established over 15 years ago, specializes in perioperative and PeriAnesthesia cases, medical record review, standard of care assessment, and expert witness identification, serving both plaintiff and defence counsel across Canada. Currently pursuing her MBA, Rhonda combines clinical excellence with business acumen to deliver practical, results-driven consulting, because when the work is done well, patients are safer for it.

Our journey and guiding values

Rhonda Winter established her consulting practice driven by a recognition that both the legal system and healthcare organizations needed a trusted clinical expert who could bridge the gap between medicine, law, and policy. With over 20 years of frontline nursing and senior healthcare leadership experience, Rhonda founded Rhonda Winter Consulting to deliver rigorous clinical expertise, professional integrity, and practical solutions to every client engagement. The core values guiding her practice are accuracy, confidentiality, responsiveness, and professionalism. As a clinician who has led teams, managed operations, contributed to national nursing standards, and practiced legal nurse consulting for over 15 years, every case and every client receives her full attention and the highest standard of consulting care.

Who can benefit from our expertise?

Beyond lawyers and healthcare facilities, Rhonda Winter Consulting serves a broad range of organizations where healthcare and accountability intersect.

Insurance companies requiring independent clinical review of medical claims, regulatory bodies and professional associations seeking policy development expertise, and human resources departments managing workplace injury or disability claims all benefit from experienced clinical operations consulting.

Organizations establishing or expanding healthcare operations are an ideal fit. Private clinics, surgical centres, and out-of-hospital facilities in the process of opening, restructuring, or scaling their services require more than a physical space. They need defensible policies, documented procedures, and quality frameworks built to standard before the first patient arrives. Rhonda Winter Consulting supports facilities at every stage of operationalization, from foundational policy development to staff onboarding frameworks and regulatory alignment, so that clinical governance is embedded from day one, not retrofitted after the fact.

For facilities navigating provincial college accreditation requirements, the advantage is direct. With experience leading accreditation readiness across multiple healthcare settings and as a former Provincial College Non-Hospital Medical Surgical Accreditation Subcommittee Member, Rhonda brings precise, insider knowledge of what successful accreditation requires and what surveyors are looking for when they walk through your doors.

Any organization where clinical standards, regulatory compliance, and patient safety converge can benefit from this depth of expertise.
